if you hold down "Option" rather than "C" in the same fashion, you should get a boot device selection menu. However, I am not sure that the Macbook is capable of booting from a Windows CD. You might need to boot Mac OS and then run Boot Camp Assistant, which can be found in your Applications->Utilities folder.

I am not sure you can achieve what you want with the standard macbook boot ROM, to get around this with my messed up windows install I had to install ReFIT, which is an open source boot replacement for macintosh. this completely replaces the BOOT ROM so BEWARE if you are not comfortable with doing such things.
The application has very good instructions, so if you follow them to turn the app on and off you should be safe - but once again, don't play if you are not comfortable.
What I did:
Install ReFIT
boot from any x86 OS (Windows, Linux, Mac OS) you get a much more comprehensive boot menu and it will allow you to boot from the Windows DVD/CD.
Fix Windows OS and you should be good.
I have used this application successfully to install triple boot on a macbook (OS X; Windows Vista and Linux) - wasn't easy, but its achievable with ReFIT - which included repairing a windows install that the linux installation messed up.

1) Turn off the computer
2) Press and hold the "C" key
3) Turn on the power while still holding the "C" key
This method tells the Macbook to choose the CD-ROM as its boot device
