If it is a new apple display then it does not have ADC. Apple dropped that little bit of proprietal nastiness some years ago. It would help to know what model your laptop is but I am guessing that you have either a VGA out or DVI. Since a new apple display will accept single and/or dual link dvi you need to make sure that if you have vga out only that you have an VGA to dvi adapter in play. Next, you will need to make sure that your laptop card is putting out a resolution signal compatible with the display by going into the advanced video settings and adjusting accordingly. Without knowing if your card is ati or nvidia I cannot now be more specific but the concept is the same either way.

How many video cards do you have in the PC? If more than one, do you have the one the Cinema display is plugged into activated in the BIOS?

How do you have the Cinema display connected to the PC? You've probably got an ADC connector on the end of the Cinema display. You'll need the ADC to DVI adapter from Apple to get it into a DVI connector, from which you can convert to VGA if necessary. http://store.apple.com/1-8
