I am a PC user witih an iPod that wants to share the internection of a wired (non wifi laptop). It's often I"m away from home and want to use the internet connection on my iPod (for example to synchronize my web based Google calendar with an app on my iPod) and I have my laptop with me and I'm connected to a wired (non wifi) network but I can't do. Is there a way I can do this in Windows Vista (I know Mac users can do this). Thanks.

Does your laptop have a wireless card in it? If so you can share the wired connection then create what's called an Ad-Hoc access point out of your laptop, follow this guide to do that...

then you can use your iPod touch to connect to that new Ad-Hoc network and you will now have wireless internet from your laptop to your iPod.

You simply required to have a wireless access point, you connect the wire to directly to your wireless access point and have one cable coming to your laptop and connect your ipod touch to that wireless network. This way you are in the same network you should be able to share the internet and or files across the devices.
