I guess I thought my comment was self explainatory.
I posted several links and specific instructions on how to do exactly what the question was asking, and I feel that post 24954005 and 24962399 fully answer the question. The author has not requested any additional information or provided a reason for closing the question.

- Set up a dyndns account (e.g. yourname.dyndns.org)
- Install and configure dnydns updater on your server or router
- Set up vpn on your vpn server or router
- Set up port forwarding on your router to route pptp/l2tp/ipsec port traffic to vpn server
- Tell iphone to connect to vpn server, and use the dyndns address instead of an IP address.
Beware of:
make sure your iphone supports the vpn protocol your server is using
make sure vpn passthrough is setup on the router your server is connected to
make sure your ports are forwarded properly on your router
make sure your dyndns account really does have the right IP associated with it (ping it to test)
