If that is not clean, here is a long version. He would like to be able to get an exchange email, view it on the iPhone, delete it on the iPhone and then the next day (or hours later) come to his desktop (Outlook) and the email be sitting in the inbox unread, ready like he never saw the email.
My initial thought is an IMAP connection and rerouting the Trash folder. But testing with Gmail, that is not the case. Any more insight?

You could fetch the mails using pop3, that would make the iPhone independant from the exchange postbox.
