Sharing Tab is dishighlighted

i am using mac os 10.4 server. when i am opening workgroup manager, there is a option to share a folder and assign permission accordingly. but sharing tab is not highlighting. so i am not able to make any folder share. i have check at system preference apple talk is on and sharing services is also on.
