Propagate permissions in server admin

I have an x serve running 10.4.  I have a student that has their data on the server.  I made a new account for the student in work group manager and I moved the students data from the old profile to the new profile.  The student cant open the files because the permissions still only apply to the previous name.  So the easiest way I can think of to change the permissions is to change it using the server admin program and then changing the permissions on the folder with all the files and sub folders  in it.   I change the owner name to the new name and then I try to "propagate permissions"    I can not propagate permissions to any folder that has a sub folder in it.  When I try to, the progress bar flashes a little faster and never finishes.  i left it going for a full day to see and I had no luck.  Any Ideas?   I am running the 10.5 server tools to maintain a 10.4 machine.  Would that cause an issue?
