Mac OSX xserve WorkgroupManager shares: failed to connect -14008

Working at a client who has two OSX 10.3.9 xserves.  They are using WorkgroupManager and are connected to each other.  But shares on the one server give an error of: Connection Failed -14008.    The shares appear to be setup the same.  The only issue was the previous consultant had left the xserve off for a month or so due to a bad fan that they did not replace.  Could that be causing an issue or are we missing a step?
