fridom is correct .. the gcc compiler you refer to is part of the Apple Development tools.
Assuming you have a relatively new Mac .. there should be an additional instal on one of the CD/DVDs that came with your MAc .. that contains XCode and the Developer Tolos. If you can't find it you can download XCode 3 from the website url listed above for FREE (you just have to register with apple)

I doubt that gcc is part of the old Mac Operating System. Howerver I'm not sure that you are not talking about Max OS X but I can assure that among the cds which are shipped with Mac OS X that gcc is on one of them. Howerver if you havn't it installed it can not be found. Check: /
