If you use a static IP address, there are several things you have to do.
1. Make sure the static address is in the same subnet as your router, but outside the ranged used by your DHCP server. For instance, if you router is a Linksys, the subnet is by default 192.168.1.x and the DHCP server uses addresses between 192.168.1.100 and 192.168.1.149. 192.168.1.1 is reserved for the router. So you could use any address in the range 192.168.1.2 to 192.168.1.99 or from 192.168.1.150 to 192.168.1.254 for you fixed IP address.
2. If you use a fixed IP address, you need to put your router address (in the case of a LinkSys - 192.168.1.1 into both the Gateway or Router address box and into the Domain Name Server Address box).
