Normally OS 9 Macs didn't use passwords. Do you know how it got a password in the first place? My guess is that someone has added third party password software. If you know what the software is, that might help in figuring out how to remove it.
Have you tried booting from an OS 9 CD by holding down the C key?

If there is a firewire port on that computer you can try running it in FireWire Target disk mode (press T at startup) while connected to another Mac computer with Firewire cable and either remove the Multiple Users extension or the preference for it on the mounted Firewire volume.

If no firewire port is on the computer, one could still pull the hard drive from the computer and attach it on another via a USB/Firewire enclosure for removal of those files.

I just remembered - we were all assuming that the password is from the Multiple Users Extension. It could also be an Open Firmware password. If so all you need to do is change the amount of RAM in the computer and reset the PRAM. Cmd+Opt+P+R at boot (wait for several bongs, then release)

Try restarting while holding down the shift key to disable extensions.
