I'm not sure if the translators are built in to that version of AppleWorks.
Have you tried launching AppleWorks, then using the Open command to navigate to the files? Sometimes that will work where double-clicking the file itself will not.

I do not think you can do it directly if the MS Works file was save in MS Works format... if it was saves in RTF then you can just open it right up.
