Windows install on apple - missing hal.dll file

i am trying to install windows on my mac pro
i can partition it ok and everything, thats all good, its when i come to the part where windows setup has finished copying the files and it wants to restart to continue the installation, it comes up with the error:

Windows could not continie blah blah
Missing or corrupt hal.dll file

Ive surfed the internet for hours  trying differnt solutions, ive tried replacing hal.dll... im over it being broken!

Does any one have a solution? please help!
