I'd love to do it in a VM, but so far, it seems like that's a pipe dream. Is this possible, in any way? Price (aside from a new system) for software is not a problem, Fusion, Parallels, whatever it takes. I just can't seem to find an answer anywhere regarding this. TIA.

Currently the answer to this is no. You have to run the Mac OS on a Mac. VMWare Fusion 2.0 in Beta right now will allow you to run OS X server in a VM, but it still has to be on a mac and I don't believe that OS X desktop version is supported.
