Need Step-by-step: Use "root" acocutn to secure app files/use.

This is actualy a question secondary to another that I have already awarded points for. You can review my "general" issue here along with the solution:

I need to restrict users who have local admin accounts on their Mac's from disabling an application or circumnavigating it - to "force compliance".

Here is what Expert NoEvil came up with: (You can also review the link to the post above)

"...but enable root, configure the Audit Software Service to Run as root. And remove all other administrative permissions from local admins on the software. (they have Read, Exec) they cant delete, etc or kill the process. So they have to use it. unless they configure printing directly to the printers, which can be stopped with IP ACLs. Command to change file Permissions on a Mac is chmod. You might need to redo the File Hooks to get the audit software running as root."

So... the question being, how do I go about this?

If this is too general a question, post a coment and I will be more specific in my needs. But thanks everyone who even reads this.
