Connecting a Mac to a .local domain

I found this page which seems correct to me http://www.apple.is/windows/SBSMacDoc.pdf
but I must be doing someting wrong please help
I get to here:
9. Type the following command, and then press Return. The command below is
case-sensitive. Type it exactly as it appears here.
/usr/sbin/EnableUnicastDotLocal.................................THIS SAYS " No such File or Directory"

What am I doing wrong?
