When someone sends you a link to a website called "macphobia" you should take the contents with a large grain of salt.
There is some truth in the comment that scaling windows from all sides is NOT a standard part of Apples OSX GUI design guidelines. There are several reasons for this which are largely design and GUI related and not due to technical limitations of OSX as you have noticed that some applications such as Adobe apps ignoring the Apple standards. Other versions of Linux operating systems have in-built support for all window edge dragging and scaling so it is technically feasible.
If you want to be able to drag any window from any side then there is a small utility that enables the function in OSX .. have a look at Zooom!

It does indeed appear to be a 'deliberate Apple policy' and there is no direct fix for it

The closest thing I could find in regards to resizing from different corners is something called MercuryMover, but its not really a useful solution.
