Why can't you join the mac server to the domain? It would make life a lot easier.
About your question - since the mac server isn't on the domain, you can only grant access to *everyone*, not everyone *on the domain.* If this isn't a problem to you, that's fine. About only being able to grant "guest" privileges to the share - what are you using to look at the permissions? What does it say? You should be able to grant rights to the "everyone" category, whichever level you want.
Keep in mind that Unix sharing doesn't allow you to connect to a share point unless you are authenticated to a system. This means that yes, even though "everyone" has access to a folder/share point, that is limited to accounts on that machine. Thus, your users will have to authenticate a second time to log into the mac server and access that share point.
An alternative is to use login scripts on your domain. They are easy to construct, and will just map a shared drive with a generic username / password upon login. The best alternative is to simply bind the Mac server into your AD domain. The mac will be aware of all organizational units on the AD server - users, user groups, computer groups, and you can use this OUs in assigning permissions on the mac.
