Try using the export function in Entourage to export to a tab delimited file and import that into Outlook.

You'll lose all attachments etc. doing that.

This option is a little/lot slower but should retain everything.

1. Install Thunderbird on the Mac & PC.  
2. On the Mac Open Thunderbird and IMPORT email from Entourage.
3. Copy the Thunderbird profile folder (~/Library/Application Support/Thunderbird/..) to the PC and open it in Thunderbird Windows.  This should be seamless.  You may need to use the Thunderbird Profile Manager to swop to the copied profile.
4. Open Outlook and IMPORT the emails from Thunderbird.

I've just done it the other way ..
HOTMAIL - OUTLOOK - THUNDERBIRD (Win) - THUNDERBIRD (Mac) - Apple Mail and it worked fine.

1. - In entourage drag and drog which folder to your desktop. eg.: Drag Inbox to Mac Dekstop and it will convert into an mbox file. Add .mbox to each file you created. Copy those files to the PC side.

2. - You can use after the method from eoinosullivan but if you want your life to easier, just buy http://www.aid4mail.com/. it's $50 dollars and it will convert the mbox files directly to pst files.

i woul say the same as kiniama said just drag and drop on macdesktop and i will convert to mbox but now just get some software which converts mbox to pst fo e.g. http://www.transend.com/
this will do but also  before this if you are connecting to the network which has owa enabled and if you are able to see all your emails and folders on it that means your mailbox is stored on server so you dont need to transfer anything just go to windows pc and open outlook and configure in normal way and it will bring your mailbox there like normal users.....
the other ways is to get pst is straight from the server if you got access to server reply to me and i will get you the details....
