Unfortunately no. As I mentioned, Apple (though more specifically AT&T) is VERY concerned with protecting the native functions of the phone. To allow an application to mimic a phone's function it would basically be Apple giving up control of a crucial part of its device.
There are applications that get around this to an extent, however. There may be ways to implement voice recording and transmission via application but a phone in an app will not be possible in the near future.

Unfortunately due to Apple and ATT's strict terms for development the use of a TAPI interface with the iPhone is impossible.

Part of the iPhone SDK and application terms specifies that no application can mimic a "native function" of the device. Thus performing functions such as in-app dialing are not allowed.
