How do I get past step 2 when Boot Camp won't recognize the new partition

I have a Mac Pro with Mac OS 10.5 with all the latest software updates.  It has 2, 1 TB HD.  OS 10.5 is located on the primary disk.  Boot Camp creates the partition on the primary disk.  Boot Camp won't see the second disk with no OS on it.  Everything is good up to the point just after the Mac restarts to install Windows.  After copying the Windows setup files I am asked if I want to Install Windows, repair it, or Exit.  When I try to install or even repair, Windows set-up says there is no hard disk installed.

I've tried everything I can think of.  When running Leopoard you can see the Bootcamp created partition and even wrie to it.  But the installer won't see it.
