Filemaker 7 error: permission denied

When I try to open Filemaker 7 files on my desktop machine, I get the message that they can't be opened, "permission denied." The files open on my laptop without problem. The desktop's hard drive recently crashed, with much corruption of data. What needs to be fixed so that I can access FM files again on it?
The obvious option would be a reinstall, but although I have the original CD, the product ID code with it doesn't work.
