School Year change for personnel records

This is a repeat question to provide more details.  I'm trying to create a personnel records database for our teachers.  I have a person entering salary and benefits data on a separate form and then I'm creating another layout for printing reports which will bring in the data.  My goal is when you change the school year it will bring up data for that school year.  My problem is when I change the school year that is all it does, so if a salary is 35000 for school year 09-10 and I pull down to see data in another school year 08-09 for instance the school year changes although the data doesn't.  It still shows 35000 for salary and all the benefits informatio entered for the 0910 school year.  I have 2 tables created, one for teacher information and another table for salary and benefit information.  Do I need to make the school year global in one of the tables?  Hope this explaines things a bit.
