Error 1920 when 99% Complete installing FileMaker 10 Server on 2008 Server

I am receiving the following error message when attempting to install FileMaker 10 Server on Windows Server 2008 Standard.  On a side not, Windows Management Console craps out when the machine boots, but everything seems normal after that.

The installer gets to the final stage "starting services" then shows the error:

"Error 1920.Service FileMakerServer failed to start.  Verify that you have sufficient privileges to start system services."

I am logged in as administrator, and right clicking the setup application doesn't give the option to "run as administrator"...
