Currently the only way I can do it is to click on the little arrow that appears when hovering your mouse over the row number and then selecting "add new row"... I manually update lots of spreadsheets and it would be very nice and save me tons of time to be able to have a keyboard shortcut for this...
I have looked all over for this so if you can find it you rock!

OK .. it can be done with a tiny bit of work

1. Numbers does NOT have a default keystroke for Add row above or below
http://docs.info.apple.com
2. You can create one yourself .. go to System Preferences : Keyboard and Mouse : Keyboard Shortcuts
Go to the end of the box and Add a new Application
Add NUMBERS
IT will then ask for the EXACT wording of the menu command .. enter Add Row Below .. and assign a shortcut key.
Close System Preferences and VOILA the key command will now work in Numbers
