If your macintosh is not bound into the same network domain (AD or Open Directory) as the windows computer then you will find that you will get problems accessing resources using the method you mentioned.
For better reliability, use the Go.. ..Connect to Server.. option from the Finder for this. use::
smb://computername/sharena
OR
smb://computerIPaddress/sh
If you copy items to the iMac dropbox from another networked computer then it will let you do this - but it is a 'drop' box which means you cannot 'open' the folder per se. What you can do is copy stuff in and then it might give you an error saying something along the lines of 'cannot confirm copy due to permission problems' this is quite normal for a drop box because you do not have read access to it - only write access - and you need read access to view the folder (directory). This is Unix behaviour, which is the system underlying OS X (customised - some would say bastardised - BSD Unix to be precise).
I would be interested to know where you are trying to access the public folder from though? PC or macintosh?
WHICH VERSION OF OS X are you using? If you are using 10.5 or later, then the most reliable way to do what you want would be to 'share' a folder from the iMac which has global access on the iMac (so all users on the mac can get to it). Maybe /Macintosh HD/Users/Shared/PC-COPY
Go to the Sharing System Preference on the macintosh.. ..go to File Sharing in the checked list (make sure check box is ticked).. ..Then change permissions on the folder you are sharing - maybe to Everyone - then select the 'Options' button, and check the box for 'Share Files and Folder for Windows (SMB)..
