Or any other solution to use iWeb.

iWeb as all other iApplications is Mac OS X only. You might try to install Mac OS X on your PC and create a hackintosh, but that would violate Apples Eula.
I do not know any software that comes close to iWeb regarding simplicity, but there is for sure plenty of Software for Webpage Design. E.g. Frontpage or Dreamweaver.
