The message you are seeing is in raw format because it is part of an error message which you wouldn't normally see. Messages encoded in this way when they are sent always have "This message is in MIME format. Since your mail reader does not understand this format, some or all of this message may not be legible." embedded in it so that if the recipient's email package cannot read the gobbledeygook, it would at least display that message so that they can get an idea of what is wrong.

The reason why your message was not received is due to another problem. Even if the email client at the recipient end were unable to read the body of your email it would not be rejected simply because of this. There is some more fundamental reason for the rejection.

The "This message is in MIME format..." message is actually generated by your software when you sent the original message. All that has happened is that the recipient has interfered with the format of your message by inserting an error message into the beginning of it so that the formatting is all to cock. It is a bit like those fax machines that give the rejection journal and then follow it with a section of the page you were trying to send.

i contact earthlink support and they said there is nothing wrong with them. so i think i need to contact receiver's support if it's down or sender is registered to spam list.

Looking at the message you got, it may have been Earthlink's system that rejected your email. But they will say there's nothing wrong, and from their point of view they are probably correct. It's probably something that the sender has to change on their SMTP settings to make it work.
In your SMTP setup there should be an option to enter an SMTP username and password so that you can authenticate your session through your ISP.
