"Rules in Error" dialog box at Outlook Login

I have a User who recieves "Rules in Error" dialog box each time they log in to Outlook 2002:

the listed Rule is "Server-Requested Client Action" and the Error listed is "MoveCopy, Unable to create dest msg."

the User has deleted and re-created all of their rules, however this problem still continues to occour.  Any Suggestions?

Does the user also have right to write to the destination (i.e. public) folder?

Have tried the solutions listed, but neither works.  Also have run the scanpst utility, which finds and corrects errors;  created an entirely new pst folder, removed all rules.  Still get rules in error message, even with no rules present.  Also repaired, then uninstalled and re-installed Outlook.  Any thoughts?
I had the exact problem with another user's pst file.  The problem is one or more corrupted emails in the pst file.  To find and remove them, download pst19upg from the internet, unzip it, copy the executable to the directory where the pst file exists, and run the executable from a DOS prompt using the below instructions.  In Outlook, the end result will show unopened emails with no subject in the PST file.  Delete them from the inbox and deleted items folder.

1.  PST19UPG -x filename.pst
    Filename.pst is the user's pst file.
    This process creates a new file with the name of: filename.psx

2.  PST19UPG -i filename.psx
    This process creates a new file with the name of: filename.pst
     The psx file will remain and can be used as a backup of the original
     pst file.

I had this problem.  Tried all of the above solutions except the one from densminger.  I finally solved it by re-installing the operating system then Outlook and restoring the old PST file, which then no longer had a problem.  But, when I see it next time, I will try the solution indicated.  Thanks
