NO JPEG IN A FILE
Also, check that:

HTML is enabled in Outlook.
"Show Picture" is enabled in the advanced settings of Internet Explorer

When you are creating your signature, are you browsing to c:\windows\application data\microsoft\signatures to select the jpeg?

Try enabling Show Picture in IE

Tools > Internet Options > Advanced

OK, arom, I must stick my head in and ask, for all of your recipients, that you re-think the graphic. Most graphics increase the size of emails; a feature that is not welcome by those of us that receive hundreds of messages as it is. If anything, save the graphic for special occasions only.
OK, said my peace!
