Out of space to store rules? [Outlook 2003/Exchange 2003]

Hi, lately I get this message whenever I try to create a new rule:

"One or more rules could not be uploaded to exchange server and have been deactivated. This could be because some of the parameters are not supported or there is insufficient space to store all of your rules".

I find this very strange because the rules are absolutely normal, and I used to have way more rules than I have now. I don't think I even have 50 rules set up.

That sucks! Is there a way to enlarge this limit? Maybe trough registry?
Nothing I could find.  There are plenty of references to this problem but I didn't see any workarounds.

Has anyone found a solution to this?  I have users with very complex rule sets that cannot add more rules - is there a way to make this work?
Yes.  Clean out old rules that are obsolete to make room for the new (and necessary) rules.
But the old rules are not obsolete - this is government e-mail so there is a lot of 'stuff' to sift through and toss into various folders...
Dug this up on another thread and am going to try on a few clients.  Good luck

Resolution;
•      Uninstall Office 2003
•      Install Outlook 2000 Standard
•      Log on as the User and set up Outlook with user profile
•      Open the rules wizard and create a rule
•      Click on options and select the update exchange server manually
•      Uninstall Outlook 2000 and reinstall Office 2003
•      After setting up user profile again, creat a rule and you should be able to import and run them again

Extract;
•      Because user profile was set up prior to this upgrade, rules had to have been set up to run from the Exchange Server
•      According to MS, rules created in Office 2003 will not run from the Exchange Server.
•      By setting up the account with a previous version that had the option to save rules locally, able to resolve the issue.
•      There may be a quicker way to do this, but do know that this method works.
•      Takes about an hour to accomplish
I am having exactly the same problem - any simpler workaround known yet? I have too many clients reinstall 2000
I know this is old, but if you can't delete/rename/edit them as the Microsoft article indicates, then start Outlook from the Start Run or Start Search in Vista/7 using:

Outlook /cleanclientrules
