Microsoft Office Cannot start

I have a licensing issue with office 2004.  I am getting "Microsoft Office cannont start because Microsoft Office is already in Use".  Had one os X system wiht Office 2004 loaded.  I then added another system and installed office with the license system before I recieved my new license.  Now I am getting the error when both users are on my network even though I though I installed the office 2004 software on the second machine from the new CD/License.

How can I replace the license on the 2nd machine with the correct license?  I saw the article on deleting the officePID but that didn't seem to work as the file was simply recreated when I started an office application.  What else do I need to delete to force Key reentry?

No, I haven't uninstalled.  I am trying to avoid that.  I assume they plist files are under the ../library/preferences/
Yes
Sorry, I seem them under user/library/...

I deleted the ...office.plist and it was recreated w/o asking for my Product Key.
What I really meant was to do the uninstall, then delete the plist files if the uninstaller didn't do it.
ah, so uninstall is my only solution.
That's my guess.
There must be a file that stores product key/etc.  I saw a post for Office X but not 2004.
The link above from Microsoft suggests the following:

To remove the Office 2004 for Mac licensing information and enter the correct information, follow these steps:
1.      Disconnect the computer from the network.
2.      Double-click the hard disk on which Mac OS X is installed, and then double-click Applications.
3.      Double-click Microsoft Office 2004, double-click Additional Tools, and then double-click Remove Office.
4.      Double-click Remove Office, press and hold down the OPTION key, click Remove Licensing Information Only, and then click Remove.

Note The Continue command label changes to Remove Licensing Information Only when you press the OPTION key.
5.      Close the Remove Office window, and then click Quit.
6.      Start an Office 2004 for Mac program. When you are prompted, enter the correct licensing information.
If you remove Office 2004 for Mac from the computer and the issue is not resolved, follow these steps:
1.      Disconnect the computer from the network.
2.      Close all Microsoft Office for Mac programs.
3.      On the Finder menu, click File, and then click Find.
4.      In the first criterion, select Name and Contains, and then type OfficePID.
5.      In the second criterion, select Visibility and select Invisible items.

Note To see the Visibility option, you may have to click Other.
6.      Delete the following files:
~/Library/Preferences/Microsoft/Microsoft Office Settings (11)
HD/Applications/Microsoft Office 2004/Office/OfficePID
Note You cannot use Spotlight in OSX 10.4.x to locate this file. You must use the Remove Office tool, and then reinstall the software.
7.      Empty the trash.
8.      Start one of the Microsoft Office for Mac programs. In the popup window, type the new license key.
I had to remove and reinstall.  That appeared to be the only way.

I have tried the solutions pressing the option key and removing the licensing information, It works if you are the administrator of the machine. Did it on 3 machines.
