cannot connect to my ODBC from a php Script

I am trying to connect to a PSQL via ODBC
My server is Windows 2000 running PSQLV8.0
i am using a php script.
but when i try to connect to my database using the odbc_connect() function (my script helps to open the databse and dispaly the contents) i got this error:

 DIAG [IM003] Specified driver could not be loaded due to system error  1114 (Pervasive ODBC Client Interface). (160)

instead of php i used asp and the problem is gone. i reinstalled PHP for windows. and i am always seeing this error.

Does someone know the solution for this kind of problem.
