Pervasive error while testing Pervasive ODBC CLient Interface

i have an app that connects via a client interface to an Engine Interface running on the server
the workstation can see the server and gives me Engine Interface's name
when i try to test the connection I get an error ( I attached a screen shot)

it talks about the port
I have opened all the ports on the server and workstation
even edited the c:\system32\drivers\etc\services file with
w3sqlmgr 1583/tcp



does anyone have an idea>?
