First, make sure the PSQL services are running on the server.  You need to make sure the Relational and Transactional services are running.
Second, You said you opened the ports.  Can you confirm they are listening by running a NETSTAT -AN on the server to make sure 1583 is listed.
Third, Are you running the WGE or Server Engine?  If it's a WGE, is it running as an application or service?
Fourth, can you connect with the Pervasive Control Center at either the client or server?

How many users are connecting to this engine?  Sounds like the server engine might be worth looking at.  It would not require starting every day.  It would run all the time as a Service.
If that's not practical, you might be able to run the WGE as a service.  What version of PSQL are you using?  If it's v9 or v10, you can run the WGE as a service. I would recommend doing that.

This registry file should allow you to set up the PSQL2000i WGE as a service.  Note that it was for Windows 2000, so watch your paths.

As for the SQL problem, your issue is that you are running VERY old code.  From an old archive:

The Workgroup release does not ship with the SQL Manager, which is the server component of the Pervasive.SQL 2000 ODBC engine. It allows the ODBC engine to receive requests from the remote ODBC clients, thus resulting in only Btrieve requests going over the network. The thick client approach can be faster than a full Client/Server ODBC for simple queries and transactions but it is slower when resolving complex queries where a lot of records are read and only a few rows are joined and returned as a result set.

In short, this means that the PSQL2000i ODBC Client DSN can *only* connect to a PSQL2000i Server Engine DSN.  It can NOT connect to a PSQL2000i Workgroup Engine, since the WGE doesn't post the listener thread.  (IIRC, this was changed in PSQLV8 to start allowing this configuration.)

Fixing it would require that you create a PSQL2000i ODBC Engine DSN on the workstation, and point it at the same location as the data files.  Instead of using the SQL engine on the "server" which has direct access to the files at the MKDE level, this will force the workstations to use a local SQL engine and make MKDE calls across the network.  Based on this, it will definitely be much slower than having a true server engine.

The REAL workaround would be to upgrade to a newer engine version, of course...
