There is a basic function in ACT! - Tools | Scan for Duplicates.
You might also look at Duplicate Contact Wizard from http://www.egenconsulting.
We founjd the fuzzy logic in egrabber to really help with all the duplication and save time. We got references from them and called and that all went well. negotiating the cost was a nightmare though - they don't seem to have a price list and make it up as they go. Navigating through monthly versus annual licenses and fees took way too much time.
