I've tried reinstalling ACT! and then the InfoTransfer a few times now to no success. Interestingly enough, the other feature which checks Upload Activity on the account works fine.

Can anyone help me out? Has anyone else experienced this? I cant seem to find any information on Constant Contact or on the ACT! knowledgebase about this issue.

That's not an ACT! issue, it's something in their add-on.
You might try re-installing it as they suggest
