You will probably have to add the GROUPS table then link like
CONTACT --> GROUPS on contact ID
GROUPS --> GROUP on group id

The linking should do that. If someone can belong to several groups you will get multiple records for him.
Tables should be similar to
Contact Groups Group
ContactId GroupsId GroupId
Name ContactId GroupName
etc GroupId Etc
You could add a group to the report on the GROUPNAME then put the ContactName in the details to list all the people in a group
You could group on the ContactName then put the GroupName in the details to list all the groups for an individual.

The Contact_Relation table is for relationships between contacts. Nothing to do with the Groups.

It in the Groups table.
A contact can belong to multiple groups, so it can't just be a field in the contact table.
