Is there a proper procedure to this?

I tried too...
I have it in this order within ACT
First Name
Middle Name
Last Name
Title
Company Name
Office Phone
Home Phone
Fax
Mobile Phone
Address 1
Address 2
Address 3
City
State
Email
But some are showing up in some outlook contacts, and different ones are showing up in others..even though the fields exist within ACT
In act I am selecting the box for 'Yes, Export field names' and choosing Contact Records instead of Company records
Well order does not matter as long as you can map the fields.
Can you export in csv format? and then Import that in Outlook.

You don't export to ACT! unless you already have an ACT! database to export to - and that wouldn't help you anyway. You export to CSV.
This is the correct procedure:

When you import in Outlook, it gives option to Map Field.
Did you map the fields?
