Hi,
I have worked on some phones that is similar to what your asking. Motorola has come up with some phones that come built in with GPS receivers.
There are two models I have seen:
Motorola i730 (color)
Motorola i205
However these phones work under a different network called GRID here in Singapore. They use PTT (Push To Talk) technology.
So, I believe its possible to access the GPS onboard these phones, you just need to find the API's to access them :)
