On phones with Symbian or Windows Mobile OS you could install special software, which could then be used to track location. However, this would not locate the phone based on its cell phone number, but rather a built-in GPS device (as far as I know).
There are also service providers that would allow you to track employees or family using only the cell phone number - the service would track the SIM card. This is possible because that service provider would have some sort of agreement with the network carrier and the mobile phone to track would still need to be activated for the service, which means you wouldn't be able track just anyone.

Ok, back to serious... This doesn't really have much to do with HTML. What do you need to do? Do you want to add a mobile phone tracking system on your website? In general, that wouldn't be possible. You could ask your provider for information about this, but even then (if it was possible) you would most likely be able to track only your own phone. You would need access to the provider's network.
