Is it possible to tell a GPS device which satellites to connect?

Hello,

I know that a GPS device must connect at least 3 satellites to find a location on the earth. But can we tell a GPS device which satellites to connect. For example: I want my GPS device to connect only the 3., 5. and 8. satellites.

More Information : Why do I need this?

What we need mainly is to locate the position of several vehicles in a restricted outdoor area (a local outdoor area) precisely (with max. 1 meter tolerance). And GPS devices can be influenced by environment conditions and weather. Since the the vehicles, which we want to trace, are in a restricted area, we know the GPS location of that area. What we think is to use a gps device in each vehicle and another gps device whose location is static and whose precise GPS location is known. In this case, even if the GPS information is different from what it has to be, we get the difference between them and correct the other GPS devices' (the ones on the vehicles) information. But each device connecting different set of satellites would result different inaccurate GPS information. Thus we cannot correct those values by referencing the GPS whose location is static.

Could anyone please help?
