Database access issue

We have an application that uses a Firebird database. The database is about 10GB in size, and whenever the PC is retarted, it is almost 20 minutes from the time we open the application to being able to use it. Once it is running again, we do not have any issues. When we restart the PC, the problem comes back to haunt us.

What does Firebird do every time the PC  is restarted to cause this lag, and what can be done to stop this. I have done a defrag, and backed up and restored the database.
