There are no policies defined for the task scheduler. I have had this problem with trying to add SP2 to this machine as well. From what i have gathered, something has messed up the security on these machines.

It might be a domain policy that is preventing you from creating tasks. Verify this by doing the following:
On the problematic DC, open up a command prompt. Type "gpresult". Note the policies applied to the User and Computer sections.
From a machine with the Group Policy Management Console, check each policy under Group Policy Objects that you noted were applied to the DC.
Click the Report tab. The path will be Computer -> Administrative Templates -> Windows Components -> Task Scheduler.
Check if any policies are set.
