if u r not willing to read the manual and
version >= 3.22.11
try this statement:
GRANT ALL ON *.* TO packratt@localhost IDENTIFIED BY "jk2357";
which grants all the right to packratt from localhost on all tables of all databases with the passwd jk2357.
