Apparently, this is another Timberline module that must be separately acquired. See this link on Timberline's site for info:

Unfortunately, it appears that without that module, the ODBC driver is limited to only 'activated' programs (e.g. Timberline). This is apparently a customized driver for Timberline, used to drive sales of the ODBC module.
The EOS group is the only company that I have found that offers Office integration without the Timberline ODBC module:

However, this is way expensive ($1000 + $250/seat) and apparently works only with estimating.
I'm afraid that you are not in luck here -- either you need the ODBC module, or...
