I just encountered this, and it is very frustrating. As it turned out, when I created the package in designer, I had unknowingly suffixed the name with a space. That is, my package name was "USAF ". (I found this when, out of desperation, I exported the file.)
From there, the command: dtsrun /s Measure /e /n USAF
is all that is needed to execute the job. ("Measure" is defined as an alias in my SQL client point.)
