triggers and null values

Hi:
  i want to control the inserted data before inserting them into the database. Some of the fields required data because the property of these fields are set to be "not null". How can i write a condition in trigger to checks the entered data by the user before entering it into the table. For example i want to say:
 check field1, field2 and field3 if all or some are null then message back the user (error ) otherwise insert. And the other thing is one of these fields is a primary key and not auto number and i'm trying to get the next available number by using MAX and then insert the next id to the database. I used "instead of" and "for" to do the triggers and nothing is working. All what im trying to do is validate the data and give someof it some values if they're null before entering them into the tables.
