Employees that can't be trusted..... No. Not all of them

I am searching for some sort of way to verify that when an employee clocks in for work, that it is in fact that employee. I was thinking that I could use an application that can take a snapshot with a webcam every time a person clocked in or out. From there upload to a website or database. Basically there are suspissions that some of the 140 employees are not being completely honest about the amount of hours that they worked. As hard as it is to believe that people would do such a thing (do i really need to explain that I am joking)......
So if anyone can help me with perhaps an idea, or the name of a program that can do these types of things, I would greatly appreciate it.
