MS Access 2003 databases on a TS server are locking down and only allowing one person to edit

I have a Terminal Server Windows 2003 SP2 that contains 3 Access Databases in a folder where the user has full rights to. These databases contain some forms and queries by I have went in and taken out the Macros that force it to open at a specific form when opened. This did not solve the issue. The users are simply wanting to open the databases, go straight to the tables and view/edit the information in the tables but Access is locking the database to one user at a time. What would be locking the other users out?
